What this estimate can and cannot tell you
It can tell you whether you are in scope. The threshold tests are written into this
tool as each statute sets them out, and they are not the same in any two states. California's is
$1M in gross annual sales — five times lower than Oregon's and Washington's $5M — and
CalRecycle requires you to register in PEPRS and apply for the exemption rather than simply
fall under it.
It cannot produce a filing. A state report is per-SKU: every packaging component,
its material, and its weight in grams. This tool works from a category average, so treat the
dollar figure as an order-of-magnitude screen, not a budget line.
The gap between the two is the actual work. Producers typically spend one to six
months assembling per-SKU packaging data, most of it chasing suppliers for component weights.
